Staff may participate in the activity without receiving a grant if they wish. To participate without a grant, an application must be submitted and evaluated together with the other applications.

The difference for staff not receiving a grant is that they are not included in budget calculations and no payment is made to them. Not receiving a grant does not mean that the staff is excluded from the selection process.
