The staff mobility activity can be carried out from a Programme country to another Programme country or to a non-Programme country. To ensure the implementation of high-quality mobility activities that have the maximum impact on staff, the mobility activity should be aligned with the professional and personal development needs of the staff.
Staff may carry out the following activities:
Teaching Activity: Staff may carry out teaching activities at a partner higher education institution abroad. The teaching activity abroad enables staff who teach at a higher education institution or staff from enterprises to give lectures at a higher education institution abroad. The teaching activity can be carried out in any academic field.
Staff teaching mobility is an activity area that enables a staff member, who is obliged to teach at a higher education institution in Türkiye holding an ECHE, to give lectures to students at a higher education institution in an EU Member State or a Programme country holding an ECHE; or, in non-Programme countries, at a higher education institution recognized as such by the relevant national authorities and with which an Erasmus+ inter-institutional agreement has been signed. It also allows for the implementation of joint academic/educational activities with the host institution in relation to the teaching.
Within the scope of staff teaching mobility, it is also possible for a staff member employed in an enterprise to be invited to a higher education institution in Türkiye holding an ECHE to give lectures to students. The invited staff member must be employed abroad in an enterprise, training center, research center, or another organization that meets the definition of an enterprise. In this context, a suitable enterprise refers to any type of organization, private or public, regardless of their size, legal status, or the economic sector in which they operate, including those engaged in any economic activity in the social economy. The grant for the invited person will be paid from the Erasmus mobility budget of a higher education institution in Türkiye holding an ECHE, and the invited person cannot be from a higher education institution that holds an ECHE.
The staff teaching activity is a day-based activity, and grant payments are made for the days on which teaching is carried out. Therefore, in the Staff Mobility for Teaching – Mobility Agreement, the teaching program must be specified on a daily basis.
Training Activity: The training activity can be carried out at partner higher education institutions, enterprises, or other relevant organizations abroad. It enables all types of staff (academic or administrative) at a higher education institution to take part in an overseas training activity related to their daily work at their home institution. Training events or job shadowing can be the subject of the training activity.
Staff training mobility is an activity area that enables staff employed at a higher education institution in Türkiye holding an ECHE to receive training at a higher education institution in an EU Member State or a Programme country holding an ECHE; or, in non-Programme countries, at higher education institutions recognized as such by the relevant national authorities and with which an Erasmus+ inter-institutional agreement has been signed, as well as at any public or private organization active in the labor market or operating in the fields of education and training, youth, research, and innovation. Within the scope of this activity, it is possible for the participant to receive various types of training (such as job shadowing or observation periods) to develop skills related to their current work.
Within the scope of staff training mobility, it is also possible for staff employed at a higher education institution holding an ECHE to go to another higher education institution holding an ECHE or to a relevant organization for training purposes. The organizations to be visited for training may include:
These organizations may include enterprises, training centers, research centers, chambers of commerce and associations, schools, foundations, non-profit organizations, career guidance organizations, professional counseling and guidance organizations, higher education institutions, and other organizations specified in the Erasmus+ Programme Guide*. In this context, a suitable enterprise refers to any type of organization, private or public, regardless of their size, legal status, or the economic sector in which they operate, including those engaged in any economic activity in the social economy. The staff training activity is a full-time activity, and grant payments are made for the periods during which full-day training is undertaken. Therefore, in the Staff Mobility for Training – Mobility Agreement, the training program must be specified on a daily basis. The host institution and the activity to be carried out must be directly related to the participant’s professional field and contribute to their professional development.

Staff mobility can combine Training and Teaching activities. Teaching or Training activities can also be carried out as blended mobility (physical + virtual).
Activities are carried out in accordance with the minimum and maximum durations set by the European Commission. Staff mobility activities cannot extend beyond the contract end date specified in the agreement signed with the National Agency.
The grant provided to staff benefiting from mobility is a contribution and is not intended to cover all expenses related to the period spent abroad. The alternatives regarding the grant amount to be given to staff are included in the standard contract that must be signed between the higher education institution and the staff member. The procedure regarding the grant amount must be announced to the target group and applied equally to all staff.
If the mobility period is carried out below the minimum duration without a force majeure reason, the mobility in question will be considered invalid, and no grant payment will be made. However, an entry for this staff member will still be made in the Beneficiary Module (BM).
If a staff member returns earlier than the planned mobility period due to force majeure reasons, they will be given the daily grant corresponding to the period spent abroad, along with the amount calculated based on the distance calculator. If an amount exceeding the calculated grant for the period stayed has been paid, the excess amount will be reclaimed.
If, due to force majeure, a staff member cannot complete the minimum duration of two days (excluding travel) required for staff mobility, they are allowed to make up for it within the same contract period without being subjected to a new selection process, by signing a new teaching/training program and staff mobility agreement and participating in an activity at the same or another institution. In this case, the initial activity that ended early due to force majeure and the make-up activity must be reported separately in the Beneficiary Module (BM), and travel and daily grants must be paid according to the actual activity dates. The number of grant-funded days for the make-up activity cannot exceed the number of grant-funded days initially planned, and the right to make up cannot be carried over to subsequent contract periods.
If a staff member who has stayed longer than the minimum activity duration has to return due to a personal force majeure reason, they will not be given the opportunity to go again to make up for the unfinished activity.
In cases where staff return before completing the planned activity period due to general force majeure reasons (such as a natural disaster, an epidemic like COVID-19, or a strike in the host region), the National Agency and the European Commission will review each case individually and decide collectively on the action to be taken, such as accepting the activity or allowing it to be repeated.
* “Force majeure” means any exceptional situation or event beyond the control of the parties, which prevents either party from fulfilling any of their contractual obligations, is not attributable to error or negligence on the part of the parties, their subcontractors, affiliates, or third parties involved in implementation, and which could not have been avoided despite all due care and diligence, and was unforeseeable. The non-provision of a service, defects in equipment or materials, or their late availability cannot be invoked as force majeure unless they are a direct result of a force majeure event, nor can labor disputes, strikes, or financial difficulties be considered as force majeure.
* The provisions of the Grant Agreement signed with the higher education institution shall prevail.
